Help organising papers before correcting an ID record

In Habiganj many people spend years chasing a mistake in a name or birth date on their national ID. Because they do not know in advance which papers are needed or where to go, they keep returning. Two or three educated young people in the neighbourhood first learn from the election commission office or union council which papers are needed, then make a simple checklist. They sit with the applicant, check the papers and remind them about photos and photocopies. Take no money from anyone, and warn people if anyone asks for it. You need a few volunteers, a checklist and one afternoon a week.
