Keeping a life-jacket count for every fishing boat

Boats and trawlers often carry more people than life jackets. Many think, I can swim, nothing will happen. But in a sudden storm even good swimmers get into trouble. Keep a simple notebook at each landing. Write each boat's name, the boatman's name, how many are going and how many life jackets there are. If jackets run short, the landing arranges to lend among boats. Once a month, check whether any jacket is torn. You need a notebook, a pen and one trusted person at the landing to keep it. Talk to the boatmen first.
