A farmers' meeting to share irrigation water in the dry season

In Thakurgaon, neighbouring farmers fall out over irrigation water in the dry season. One field gets plenty while another stays dry. At the start of the season farmers nearby sit together and fix a rota of who takes water which day and for how long. Write it on a paper and everyone signs. Those with distant fields can go first. If a dispute arises, settle it before respected elders of the village. You need a meeting time, paper and goodwill.
