Many students can read English at school but are afraid to speak it. They stay silent for fear of making mistakes. Hold a half-hour circle one afternoon a week. Pick a simple topic each time, such as introducing yourself or the market. Everyone says two or three sentences, and no one laughs at mistakes. An older sibling or teacher sits by to help. You need a place to sit, a board or paper and a few keen students. Five or six people is enough to begin.
